“The ability to use the notwithstanding clause is necessary if the courts continue to try to legislate that parks should be places where people do drugs instead of where children play,” he said.

Barrie Mayor Alex Nuttall says he's disappointed the leaders of the NDP and the Liberals have ruled out using the notwithstanding clause to dismantle homeless encampments.
“I understand why the leaders are finding it difficult to deal with this because it's a very complex issue,” he said.
“Having said that, this is an issue that we as mayors have asked the leaders to be incredibly focused on and clear in their responses.”
